The Punjab government, Finance Department, issued a notification on 2 December 2024, regarding amendments in the Punjab Civil Servants Pension Rules 2024. More important changes included the Voluntary Retirement Reduction Factor, the calculation of the 3-year average of Basic Pay, and the provision of Family Pension to spouses for 10 years. Here’s what this new amendment says:
Amendments to Punjab Civil Servants Pension Rules 2024
Under the authority granted by Section 23 of the Punjab Civil Servants Act, 1974 (Act VIII of 1974), the Governor of Punjab is pleased to make the following amendments to the Punjab Civil Servants Pension Rules, which shall come into force immediately.
Amendments/Changes in Pension Punjab Amount of Ordinary Pension
In the Punjab Civil Services Pension Rules:
In Chapter IV- Amount of Ordinary Pensions:
a) in Section 11 – Amount of Full pension, in rule 4.4:
(i) in Sub-Rule(1):
After the existing proviso, the following shall be inserted:
According to the notification, the following reduction rate will apply in case of voluntary retirement:

| 58 years | 4% |
| 57 years | 6% |
| 56 years | 8% |
| 55 years | 10% |
The formula to calculate the gross pension is also given in the update notification.
Average basic pay as defined in sub-rule (4) x length of service (Maximum 30 years) x 7/300
The annual pension increase shall be granted at the rate of 50% of the Adhoc relief allowance sanctioned for the respective financial year.
(ii) sub-Rules (2) and (3) shall be omitted; and
(iii) for sub-rule (4), the following shall be substituted:
The pension will be calculated based on the average basic pay, including personal pay, of the last three years. This average will be taken from July 1st of each of the last three years before the government servant retires.
Service in the Autonomous or Semi-autonomous Body
Salary received by a government servant while serving in an autonomous or semi-autonomous body, wholly financed by the Federal or Provincial Government, against an office or position, where the appointment and pay are made by law and regulated by the government, shall be regarded as part of his government service pay.
The term “Pay” does not include the pay drawn by a Government servant in Foreign Service or additional pay for the performance of additional duties of another post”. And
Family Pension
4 b) In Section III-C-Family Pension, in rule 4.10:
(i) For sub-rules (1) to (6), the following shall be substituted:
(1) A family pension sanctioned under this rule shall be restricted to the extent of spouse for 10 years or till re-marriage, whichever is earlier
Provided that in case of an issueless spouse, family pension shall be allowed for life or till re-marriage:
Provided further that in case a government servant had more than one wife, the pension shall be divided equally among the widows.
(ii) the existing sub-rules (7) and (8) shall be re-numbered as (2) and (3) respectively.
In Chapter VIII – Commutation of Civil Pensions, in rule 8.1 for the words “one half”, the expression 25% shall be substituted.
