The Cantonments Act 1924, deals with the birth registration of children born in the cantonment areas of Pakistan.

Local Government Ordinance 2001, gives administration power to Unions to maintain the union council childbirth registration system. This system keeps the record and when asked issues birth certificates, deaths certificate, and marriage certificates.

National Database Registration Authority Ordinance 2000, is also responsible for the registration of a citizen under 18 years by his/her guardian/ parent, not later than one month after his/her birth.

Who Can Apply for Birth Certificate at Union Council?

Now let’s discuss who can apply or give application for obtaining a birth certificate from Union Council:

In 2024, the first priority is given to the child’s parents, they have to personally appear before the union council office while giving applying for a union council birth certificate.

If parents are not available or died then the first blood relative or the guardian of that newborn child can apply for a birth certificate. In the case of guardians, they have to provide a certified copy of the Court’s guardian certificate and death certificate. In cases where a child has been adopted, a Court Guardian Certificate will also be required.

When you apply for a birth certificate from the union council, make sure that you have all the following documents in hand.

  • Application form for a computerized birth certificate
  • Affidavit on stamp paper

In Punjab, the fee for getting a union council birth certificate is about Rs. 200/- (for an exact fee please visit your nearest union council office). But those who live in Islamabad capital territory the fee of childbirth registration depends upon delay in application.

If the application of childbirth registration is given to capital development authority (CDA) immediately it Rs.50, after a one-year fee is Rs.60, after 5 years the birth registration fee is Rs.630.

The birth registration process is free but a fee of Rs. 100/- will be charged for issuance of the NADRA Computerize Birth Registration Certificate. The secretary union council will receive this fee.

Process of Obtaining Birth Certificate Union Council

If you or your child don’t have a union council birth certificate then you should immediately approach your concerned union council. While applying for a childbirth certificate from the union council you should visit their office and get the application form.

The childbirth registration is available at each union council’s office. You can read it carefully and then fill in all blanks with the relevant information. You can start with mention the name of the parents of the child, his/her birth date. Then mention the name of grandfather. Attaching a copy of the parent’s CNIC is compulsory.

Along with this application, an affidavit on stamp paper is also required. In this stamp paper, you swore that all facts are true and nothing has been concealed. The sample affidavit of birth registration is given below.

After that, you have to write an application to the chairman union council asking permission to enter the child’s name in the union council record. he child’s name in the union council record.

Late Entry Procedure for Union Council Birth Certificate

It is mandatory to enter the information on childbirth within the first 60 days. But where that time elapses then:

Where Delay is 21 days but before 7 years

The applicant has to submit an application for reason that delay occurred. Along with this application one affidavit and hospital birth slip or where the child is studying in school then school certificate or card of child vaccination is submitted to the chairman or vice-chairman only.

One certificate from the councilor or Lambardar attesting the birth of a child is also required.

As per law after verification of birth detail, the secretary union council will enter the date of birth within the next 5 days.

Where Delay is more than 7 years

when you fail to obtain a birth certificate from the union council for more than 7 years, the document that needs to attach with will remain the same. But this time within 7 days the secretary union council will forward these documents to the assistant commissioner. After confirmation from the Assistant commissioner office entry will be made within 7 days.

During that procedure, the applicant will be asked to consult the medical superintendent in the district headquarter hospital. He will examine the child to determine his age. That superintendent will submit his report to the chairman or vice-chairman. And upon chairman order secretary will enter the date of birth in the union council.

How Overseas Pakistan Can Obtain Birth Certificate from Union Council

For Those overseas Pakistani, they can reach the Pakistani consulate within 180 days to register their childbirth in the union council. A “form S” will be provided to those applicants. Fill it and then your consulate will send a report to the concerned union council.

Birth Certificate for Adopted Child

In case you have adopted a child, you have to provide all the above-menioted documents along with a guardian certificate from the court.

I do not know the exact address. I am looking to get a copy of my birth certificate from the Union Council at 140 Tipu Road, Model Town, Sialkot, Punjab. I have my Pakistan passport and ID but no other documents as I moved to the UK in the 1960s. If I come to Pakistan to do this, how long would it take to get a copy of my birth certificate.

    • Dear sir usually it takes a maximum 2 to 3 days to birth certificate. But I don’t know about your case as your DOB is quite long and I don’t think so that how the union council will find your birth certificate now. It is a suggestion that if any one of your close is living in Sialkot near your birth place ask them to visit the council office and get the complete information. After that take your decision.     • Dear Sister for this please contact your local administration as they will guide you on how you can get the birth certificate. Also, elaborate to them that the Saudi government doesn’t rely on such certificates then they will tell you some other way. Hopefully, they can give you a birth certificate by watching your other documents.

    • Dear brother the permanent address on your NIC indicates your union council and your birth certificate belongs to that city where you were born and where your father registered your name first.

  12. I was born at my maternal grand parent’s home. Address of that place is mentioned on my birth certificate. Rest of my documents have my permanent address.

    • I don’t think that Immigration people go much deeper into your birth City, they are most probably concerned with your educational and NADRA documentation.

    • They are responsible for your record. If stolen then they have to produce it. There’s one option you can contact your Tehsil Municipal Administration for this issue.

    • They are bound to issue duplicates. How they can avoid issuing this. Visit your local authority or Tehsil Municipal Authority office and asked them about your Birth Certificate and request them. Tell them about your Embassy issue.

    I had changed my Name on CNIC and Passport according to my educational documents i.e “Waqas Ahmed”. But in union council it is still Mohammad Waqas Ahmed.

    • When You name is changed on NIC and Matric then you can simply give an application to Chairman Union Council to change your name credentials there.
