Here you will find the New Punjab Recruitment Policy 2022 issued by S&GAD. Services & General Administration Department (S&GAD) is in charge of making such policy for the administration of the Province of Punjab. This New Recruitment Policy 2022 was issued by S&GAD on 9th March. 2022.
A Recruitment Policy is an organizational process by which eligible candidates are identified, attached, and selected against the vacant seats. The Punjab Government issued a new Recruitment Policy 2022 which you can download here. But before that let me give an overview of this new policy with different selection criteria for appointments. These criteria are used during the selection of candidates for vacant positions.
Role of Selection Authorities
It is not advisable to leave the recruitment process to the sole discretion of appointing authorities. A group of people after exercising collective wisdom may discharge the responsibility of making recommendations for recruitment in a professional and objective manner. Therefore, the Punjab Public Service Commission (PPSC) and Special Selection Boards or Recruitment Committees, as the case may be, are better placed to conduct the recruitment process on merit.
New Policy about Regular or Contract Modes of Recruitment
Recruitment on regular basis is made under the provisions of the Punjab Civil Servant Act, 1974, Punjab Civil Servant (Appointment & Conditions of Service) Rules 1974, and relevant Service Rules of the posts in the following manner:
Initial recruitment on regular basis to all posts in BS-16 and above is made on the recommendation of the Punjab Public Service Commission.
Initial Recruitment to all posts in BS-11 to 15 of the following departments shall be made on the recommendations of the PPSC:
- Services & General Administration
- Revenue
- Finance
- Police Energy
Initial Recruitment to the following posts in the departments mentioned against each shall also be made on the recommendations of the PPSC:
- Assistant Superintendent Jail > Prison
- Assistant Food Controller > Food
- Food Grain Inspector > Food
- Food Grain Supervisor > Food
- Excise and Taxation Inspector > Excise & Taxation
- Sub Engineer > Irrigation
- Ziladar > Irrigation
- Sub Engineer > C&W
- Sub Engineer > HUDE & PHE
- Inspector Cooperative Societies > Cooperative
- Sub-Inspector Cooperative Societies > Cooperative
- Electric Sub-Inspector > Energy
- Transport Sub-Inspector > Transport
- Motor Vehicle Examiner > Transport
- Stenographer > Transprot
Selection Committees for Recruitment
The following selection committees shall make recommendations for the posts at the Provincial or District level, which are out of the purview of PPSC:
1. Department Selection Committees at Provincial Level
Appointing Authority:
- Where the Chief Minister is the Appointing Authority, the administration secretary concerned will be the chairman of the committee.
- Two officers of the department to be members nominated by the Administrative department after approval of the Minister-in-charge.
- One officer to be nominated by the regulations member wing S&GAD (only for BS-16 and above)
- A women officer to be nominated by the member administrative department.
Note: However, in cases where departments find that the aforesaid committees are not relevant to their peculiar circumstances, they may get their own committees constituted after obtaining approval of the Chief Minister, routing the matter through the regulation wing, S&GAD.
2. Departmental Selection Committees at Divisional/District Level
- Appointing Authority > Chairman
- One member is nominated by the administrator member department after the approval of the minister in charge. > Member
- A woman officer nominated by the Member commissioner’s office. > Member
- Officer-in-charge of Establishment concerned. > Member
Short-Listing Process
After receipt of applications, a departmental scrutiny committee may be instituted by the appointing authority to arrive at a short list of candidates, in light of job requirements and eligibility criteria of the posts applied for. The shot-listing process may involve additional fact-finding for which the scrutiny committees are encouraged to contact candidates for clarifications.

The following criteria shall be observed for selection against posts in BS-I to 4 and BS-5 & above:

a. Where a prescribed minimum qualification is “Literate”

Note: Departments may change the selection criteria for specific specialized posts, if requried, but the criteria must be clearly elaborated in order to ensure transparency in the selection process.
