Omission of Rule 17-A: What are its Impacts on Civil Servants’ Families

The recent omission of Rule 17-A from Punjab civil servant rules 1974 has sparked widespread concern among civil servants and their families. This rule, which once provided vital employment benefits to the families of deceased or medically retired government employees, has now been removed, leaving many to wonder about the implications. The government of Punjab in its recent notification no. SOR-III (S&GAD)2-60/2024 dated 24th July, 2024 omitted the Rule 17-A. After this omission all those civil servants who dies during the service or become incapacitated due to any reason cannot provide any benefit to their children or wives. You should understand first what was the Rule 17-A before its omission.

Rule 17-of Punjab Civil Servants (Appointment and Conidiations of Service)

When a civil servant dies while working or is declared unable to work, one of their unemployed kids or the wife can get a job from the Appoint Authority, as long as they the right skills & experience. These folks get an extra 10 marks in the overall score from the Public Service Commission or the right Selection Board or Committee if they pass the test/ex and/or interview for jobs in BS-6 or higher. Also, one kid or the wife of someone who passed away or can’t work will be given a job for positions in BS-1 to 5 and Junior Clerks (BS-7) in the same department, skipping the usual rules, assuming they meet the criteria for that job.

Impacts on Civil Servants’ Families

As this notification is imposed in the province with immediate effect that why from now on if any government employee dies during the service, his children or wife cannot be hired on any government job. Leaving the family suffer economically and emotionally. The government make such omission by keeping in mind the poor economic situation of the country without realizing the effects on the poor families.

The Punjab Government just made a big change. They’ve removed Rule-17-A from the recruitment rules in Punjab. This rule used to allow a job for the son, daughter, or widow of a government worker after that person passed away. But now, according to this new, those family members won’t get jobs anymore. Also, workers who retired for medical reasons can’t use this job benefit either.
