It is said: “A person got caught in the clutches of the devil and to save his life, the devil offered two conditions. Drink a cup of wine, take a sword and kill your mother or you will be killed. The man accepted to drink a cup of wine instead of killing his mother out of sanctity. When he got drunk, he took out his sword from its sheath and killed the mother as well.”
It is clear from this story that in the state of intoxication, a person loses the distinction between good and bad. Therefore, all those things that cause intoxication have been declared haram in Islam. At the time of the Messenger of Allah (PBUH), the Arab society was under the influence of drunkenness and the Arabs were very addicted to alcohol. Therefore, Allah Almighty said in the Qur’an:
“Indeed, alcohol, gambling, fortune-telling, and fortune-telling with arrows are impure and evil deeds. Avoid them until you succeed.”
And along with this order, alcohol was declared haram.
The jurists of Islam have specified that total intoxicants are haram, i.e. every intoxicant is haram. This is the reason why wine has been called Umm Al Khabaith. What all types of alcohol have in common is fermentation, which is made from wort or fruit yeast. It creates excitement in the nervous system and creates happiness in nature, but excessive consumption of alcohol paves the way for heart failure and stroke.
The second major substance that has robbed humans of their energy is opium. It is obtained from the poppy plant. When the plant is young, the aqueous content is extracted from the crack of its fruit, and then it is frozen and this is called opium. This is the most deadly thing to hear. Its addict cannot leave it without superior treatment. If a person is freed from it by force, the addict dies. Opium is consumed by the poor as well as the rich. It contains more nicotine and prussic acid than pyruvate and nicotine are very strong.
Its drinkers usually make palaces in the air. The main reason for the defeat of King Humayun against Sher Shah Suri was his habit of opium because when he was supposed to be on the battlefield, he was intoxicated with opium.
Morphine is also obtained from opium, and heroin, today’s worst drug, is also produced from it. It is a white or brown powder that is bitter in taste. It is also called opium, it is such a poisonous drug that a person becomes addicted to it after taking it once or twice. If he does not get heroin, his bones start to crack and he starts acting like a madman in a state of agitation. Those who don’t know think him crazy and he rubs his heels and dies. Someone has told the truth.
That is, the fate of the heroin drinker is that he remains drunk and becomes ashes.
Co-cane is also a white powder obtained from the leaves of a plant called coca. Cigarettes are smoked and vaccines are also administered. This very powerful drug makes the nervous system useless. If a person gets it once, it becomes difficult not to leave it. Using it causes the pupils of the eyes to dilate. The heart beats faster. Weight loss due to nervous tension and insomnia. Cannabis and hashish are also popular intoxicants.
Hemp is a self-destructive plant that poor addicts snort and drink. It is popularly known as the green fairy in the language of the countries. It has less nicotine content. It gradually paralyzes the nerves of a person and leads him to the valley of death. It is known to drink human blood. Diligence can’t be found in Bhangi either. He does not know what is the real climate of life.
Mari is also prepared from this hemp. It makes the person hear that nicotine has a direct effect on the body’s organs. The heart and mind become numb. Man escapes from the world of facts and gets lost in the world of imagination and fantasy. Clinically, it produces harshness, dryness, and a dangerous type of fragility for the mind. Charsi gets angry and loses all sense of humor. One of the bad habits of drug addiction is smoking. It is a curse that has gripped the world. Tobacco is used in many ways. This right is smoked in cigarettes, cigars, beedi, etc. It is also chewed, eaten, and snuffed. It contains narcotic and alkaloid nicotine, which is so toxic that pesticides are made from it. It causes cancer. Continuous use of tobacco leads to drug addiction. Asthma, TB, anemia, and respiratory system defects are the result of smoking.
Addicted smokers give birth to unhealthy children. Along with medical damages and physical ailments, psychological and moral diseases are also the low charisma of smoking. Feelings of rashness, irritability, and self-loathing begin to arise in the nature of a smoking person, he also begins to feel alone and is forced to take refuge in the atmosphere of smoking due to nervous tension.
Few people know that excessive consumption of coffee and tea is also harmful to health because both of these things affect the nervous system and emotions. Therefore, their excessive use can lead to danger.
Pakistan is an Islamic country and there is a ban on narcotic substances and drinks, so the question arises, how did the heroin epidemic spread so rapidly in this country? One idea about this is that the chaos of the traditional way of life has opened the doors to drugs. When the influence and authority of the family elders were stable, life was peaceful, then the use of drugs was less, but there is much more to it than this idea.
The three possible reasons are child unemployment, the weakness of the relevant administration, and bribery, the third is the wrong distribution of state wealth, the fourth is inflation and the dream of becoming millionaires and millionaires overnight. Due to this cell is spreading in their own region instead of going out.
Everyone is addicted to smoking, but heroin is now openly consumed in colleges. The matter does not end here, but the disease has spread among the students as well. Some people make them addicted to heroin to blackmail others, to force them to work for them, to make them dependent, or to quench their thirst, and smoke cigarettes, which smell bad.
It is not even known and it is realized when a person starts flying like a foil in the universe. Drugs have robbed our youth of strength, perseverance, talent, infectious abilities, youth, and color. They consider this temporary peace as the indulgence of a Mughal king. They mistake grief for cigarette smoke. Seek eternal solace in the grace of wine. Under the influence of heroin, they become uncrowned kings and, considering themselves to be very powerful, commit such heinous crimes in society that even the devil is ashamed to see them and cries out.
Heroin, opium, and opium are produced in the southeastern region of Iran, Afghanistan, Pakistan, Thailand, etc. because their plants are grown in these regions and these regions are notorious for drug trafficking. Although the West has created a new deadly civilization and the resources of alcohol and youth for this East, but now the people of the West seem to be shouting against this horror.

The government has taken several measures to prevent it. Laws of severe punishments have been passed. A special force has been created. It is well known that sometimes smugglers collude with the security forces and seize the consignment of defective drugs themselves so that the name of those who prevent the smuggling will be clear. Now the government has also appointed a secret force, all expenses of which are paid by the US.
The US government has set up a special fund to end drug production and prevent its trafficking. In the tribal areas of Pakistan, where poppies etc. were cultivated, the American government has provided special grants for them, small tractors and agricultural equipment, etc., so that they can cultivate another crop instead of poppy. But it is surprising that as much as it is being prevented, the number of users of these deadly drugs is increasing in Pakistan.
Social evils
Society is a group of people who live together under certain rules. Society does not have any purpose of its own, but its purpose is defined as what people give it. Therefore, due to the close relationship between the individual and society, society imposes some duties on each individual and gives some rights to each individual. So social evils arise from the abandonment of these duties and rights or social rules and regulations.
It is said that when poverty and ignorance come together, they create corruption. From which even the devil seeks refuge. Unfortunately, poverty and ignorance have come to us in large quantities. Therefore, in our villages and cities, all the crimes and curses like murder, theft, kidnapping, lawsuits, conspiracies, small and big disputes, bribery, etc., have their roots in the fertile soil of poverty and ignorance.
As it has been written earlier that our country is not a rich country, the majority of people are poor. Most children are deprived of education and proper social and moral guidance. Therefore, they do not grow up to be responsible citizens.
Most of them become professional beggars thinking that it is an easy way to earn a living. The streets of our cities are full of their donkeys. Even though our religion does not allow donkey-grinding, still most of us think that giving charity to donkey-grinders is their religious duty. We should only give charity to those whom we know deserve it. We should discourage professional beggars.
A happy life depends on the principle of giving something and taking something. This principle applies to all the things we do with each other, for example, people buy their necessities from shopkeepers and give them money in return. Many times the shopkeepers use many methods to earn unreasonable profits. For example, they make things disappear from the open market and live a life of luxury by creating artificial scarcity and ripping off consumers. If we buy only what we need, we can stop the black market. Prices will fall to normal levels.
Another social evil is bribery which causes a lot of damage to the country which is not generally estimated. Through bribery, work is done which cannot be done honestly. If bribery becomes common in a country, then the country’s conditions go into the hands of unpopular and unscrupulous people, naturally, the speed of development stops. The national capital is lost. This social evil can be removed not only by law but by the spirit of moral and national responsibility.
Smuggling is another social evil that deteriorates the economic condition of the country. They earn wealth by harming the nation, they smuggle things that are needed in the country out of the country, and they smuggle things that are harmful to the country’s industry into the country. Similarly, when people do not pay income tax to the government, the entire country suffers. Without rupee money, all the development projects in the country are incomplete.
Some social rituals in which the giving of expensive dowry has become so important that many young girls reach the threshold of old age sitting in their parents’ homes because their parents cannot afford to pay for them. Now that the government has fixed the minimum limit of dowry, it is hoped that this social evil will end, but the respect and honor of the law depend on the people.
Nepotism and nepotism have also created a great disparity in our society, people who reach high positions like thirty. They appoint their loved ones and relatives in different positions ignoring their importance and making the qualified people victims of deprivation and thus the national development stops.
Another disease that eats society from the inside is drug abuse. The use of narcotic substances, especially heroin, has created havoc. Organizations and individuals who manufacture fake medicines are killers of society. Instead of fighting the disease, they push the sick to death. Everyday news of forgery, theft, robbery, kidnapping, murder, etc. is published in newspapers. Child abductors forget the pain they inflict on the children’s parents. Children are either sold as slaves or made into beggars.
One of the great tragedies of our national life is that we act hypocritically. There is a contradiction in our words and actions. We also have a flaw in that we talk a lot, but in practice, we do nothing to advise others. But they never hold themselves accountable.
These social evils are indicative of a sick society. In order to cleanse society from these evils, it is necessary that we adopt the social moral, and religious values that respect the life and property of others. Punishment alone cannot destroy crimes and evils, but we should develop a sense of what is right and what is wrong.
Similarly, if we sincerely follow the teachings of Islam, we can uproot all these social evils. Islam has given us a simple and practical code of life. If we adopt this rule, society will correct itself.

منشیات اور معاشرہ
کہتے ہیں :‘‘ ایک شخص شیطان کے چنگل میں پھنس گیا اور جان بچانے کے لیے شیطان نے دو شرائط پیش کیں ۔ شراب کا ایک پیالہ پی لویا تلوار لو اور اپنی ماں کو قتل کر دو وگرنہ تم ہلاک کر دیے جاؤ گے ۔ اس شخص نے فرط تقدس سے ماں قتل کرنے کی بجائے شراب کا پیالہ پینا منظور کرلیا۔ جب وہ شراب کے نشہ میں دھت ہوا تو میان سے تلوار نکالی اور ماں کو بھی قتل کر دیا۔ ’’
اس حکایت سے واضح ہے کہ نشہ کی حالت میں انسان اچھے برے کی تمیز کھو بیٹھتا ہے۔ اس لیے وہ تمام چیز یں جن سے نشہ پیدا ہوتا ہے اسلام میں حرام قرار دی گئی ہیں ۔ حضور اکرم خاتم النبیین ﷺ کی بعثت کے وقت عرب معاشرہ نشے کی زد میں تھا اور عرب شراب کے بہت رسیا تھے۔ اس لیے اللہ پاک نےقرآن میں ارشاد فرمایا:
ترجمہ: ‘‘ بے شک شراب، جوا، استھان اور تیروں سے فال نکالنے کے عمل نا پاک ہیں اور شیطانی اعمال ہیں۔ ان سے بچو تا کہ تم کامیاب ہو جاؤ’’
اور اس حکم کے ساتھ ہی شراب کو حرام قرار دیا گیا۔
فقہائے اسلام نے تصریح کی ہے کہ کل مسکر حرام یعنی ہر نشہ آور چیز حرام ہے۔ یہی وجہ ہے کہ شراب کو ام الخبائث کہا گیا ہے ۔ شراب کی ہر قسم میں جو نقطہ اشتراک رہا ہے وہ کسی چیز کو جوش دینا ہے یہ گڑسک یا پھلوں کے خمیر سے تیار ہوتی ہے ۔ یہ اعصابی نظام میں ہیجان پیدا کر کے طبیعت میں مسرت پیدا کرتی ہےلیکن شراب کا بے حد استعمال ضعف قلب اور فالج کا راستہ ہموار کرتا ہے۔
دوسری بڑی چیز جس نے انسانوں سےقوت عمل چھین رکھی ہے افیون ہے۔ یہ پوست کے پودے سے حاصل کی جاتی ہے۔جب پودا جوان ہوتا ہے تو اس کے پھل کے شگاف سے آبی مواد نکال لیا جاتا ہے اور پھر اسے منجمد کر لیا جاتا ہے اور یہی افیون کہلاتی ہے۔ یہ سن کر دینے والی انتہائی مہلک چیز ہے۔ اس کا عادی شخص اسے اعلیٰ علاج کے بغیر نہیں چھوڑ سکتا۔ اگر ز بر دستی اس سے کسی شخص کو چھٹکارا دلوایا جائے تونشئی ہلاک ہو جاتا ہے۔
افیون غریب بھی کھاتے ہیں اور امرا بھی ۔ اس میں پائروٹین کی نسبت نکوٹین اور پروسک ایسڈ کے اجزا زیادہ ہوتے ہیں اور نکوٹین انتہائی زور اثر ہوتی ہے۔ اس کے پینے والے عموما ہواؤں میں محل تیار کرتے ہیں اور اپنا پر کار شباب اس کی بھینٹ چڑھا دیتے ہیں۔ ہمایوں بادشاہ کی شیر شاہ سوری کے مقابلے میں شکست کی سب سے بڑی وجہ افیون کی عادت تھی کیوں کہ جب اسے میدان جنگ میں ہونا چاہیے تھا اس وقت وہ افیون کے نشے میں مست ہوتا تھا ۔
افیون سے مارفین بھی حاصل ہوتی ہے اور اس سے آج کی بدترین نشہ آور شے ہیروئن بھی تیار کی جاتی ہے ۔ یہ سفید یا بھورے رنگ کا پاؤڈر ہوتا ہے جو ذائقےے میں کڑوا ہوتا ہے۔ اسے جو ہر افیون بھی کہا جاتا ہے یہ ایک ایسا زہر یلا نشہ ہے جسے ایک یا دو بار پینے سے آدمی اس کا عادی ہو جاتا ہے۔ اگر اسے ہیروئن نہ ملے تو اس کی ہڈیاں چٹخنا شروع ہو جاتی ہیں اور ہیجانی کیفیت میں مبتلا ہوکر پاگلوں جیسی حرکات کرنے لگتا ہے ۔ نہ جاننے والے اس کو پاگل سمجھتے ہیں اور وہ ایڑیاں رگڑ رگڑکر مرتا ہے ۔ کسی نے سچ کہا ہے۔
یعنی ہیروئن پینے والے کا یہی انجام ہے کہ وہ نشے میں سلگتا رہتا ہے اور راکھ ہو جاتا ہے۔
کو کین بھی سفید رنگ کا پاؤڈر ہے جو کو کا نامی پودے کی پتیوں سے حاصل کیا جاتا ہے۔ سگریٹ میں پیا جاتا ہے اور اس کے ٹیکے بھی لگاۓ جاتے ہیں۔ یہ نہایت طاقتورنشہ اعصابی نظام کو بیکار بنا دیتا ہے ۔ اگر انسان کو ایک دفعہ لگ جائے تو اس کا چھوڑ نا مشکل ہو جا تا ہے ۔اس کے استعمال سے آنکھوں کی پتلیاں پھیل جاتی ہیں۔ دل کی دھڑکن تیز ہو جاتی ہے ۔ اعصابی کشیدگی اور بے خوابی سے وزن میں کمی آ جاتی ہے ۔
بھنگ اور چرس بھی مشہور نشہ آور چیز یں ہیں ۔ بھنگ ایک خود رو جنگی پودا ہے جسے غریب نشئی گھوٹ کر پیتے ہیں ۔ یہ ملکوں کی زبان میں سبز پری کے نام سے مشہور ہے ۔ اس میں نکوٹین کی مقدار کم ہوتی ہے ۔ یہ آہستہ آہستہ انسان کے اعصاب کو مفلوج کر کے اسے موت کی وادی میں لے جاتی ہے۔ اس کے متعلق مشہور ہے کہ یہ انسان کا لہو پیتی ہے۔ بھنگی میں بھی مستعدی نہیں آسکتی ہے ۔ وہ یہ نہیں جانتا کہ زندگی کی سچی آب و تاب کیا ہے ۔
اس بھنگ سے میری بھی تیار ہوتی ہے۔ یہ انسان کو سن کر دیتی ہے نکوٹین کا اثر براہ راست جسمانی اعضا پر ہوتا ہے۔ دل و دماغ ماؤف ہو کر رہ جاتے ہیں۔ انسان حقائق کی دنیا سے فرار حاصل کر کے تخیل اور الف لیلوٰی عالم میں کھو جاتا ہے۔ طبی لحاظ سے یہ خشونت، خشکی اور دماغ کے لیے خطرناک قسم کی نازک مزاجی پیدا کرتی ہے۔ چرسی غصے میں آ کر ہر قسم کی تمیز کھو بیٹھتا ہے۔ اکثر چرسی لڑا کے ہوتے ہیں اور بڑے شہروں میں بیشتر او باش لوگوں میں ستر فیصد قاتل چرسی ہوتے ہیں کیوں کہ چڑی ذراسی بات بھی برداشت نہیں کر سکتا ہے۔
نشہ بازی کی مختلف عادات بد میں سے ایک عادت تمباکونوشی کی بھی ہے۔ یہ ایک ایسی لعنت ہے جس نے ایک دنیا کو اپنی لپیٹ میں لے رکھا ہے ۔ تمباکو کو کئی طرح سے استعمال کیا جاتا ہے۔ یہ حقے سگریٹ ، سگار، بیڑی وغیرہ میں دھوئیں کی راہ پیا جاتا ہے۔ چبایا، کھایا اور نسوار بھی لی جاتی ہے ۔ تمہا کو میں نشہ اور الکلائڈ نکوٹین ہوتی ہے یہ اس قدر زہریلی ہوتی ہے کہ اس سے کیڑے مار دوائیں بنائی جاتی ہیں ۔ اس سے سرطان کا عارضہ لاحق ہو جاتا ہے۔
تمباکو کا مسلسل استعمال منشیات کا عادی بنا تا ہے۔ دمہ، ٹی بی ،قلت خون ، نظام تنفس کے نقائص ، تمباکونوشی کا نتیجہ ہیں۔ تمباکونوشی کے عادی غیر صحت مند بچوں کو جنم دیتے ہیں ۔طبی نقصانات اور جسمانی بیاریوں کے ساتھ نفسیاتی اور اخلاقی بیماریاں بھی تمباکونوشی کا ادنی کرشمہ ہیں۔ تمباکو نوشی شخص کی طبیعت میں جلد بازی، چڑ چڑا پن اور خود گر یزی کے جذبات جنم لینے لگتے ہیں وہ بھی خود کو تنہا محسوس کرنے لگتا ہے اور اعصابی تشنج کا شکار ہو کر تمباکونوشی کی فضاؤں میں پناہ لینے پر مجبور ہوجا تا ہے ۔
بہت کم لوگوں کو معلوم ہے کہ کافی اور چائے کے حد سے زیادہ استعمال بھی صحت کو نقصان پہنچاتا ہے کیوں کہ یہ دونوں چیزیں اعصابی نظام اور ہیجانی اثر کرتی ہیں ۔ اس لیے ان کا زیادہ استعمال خطرے کا باعث بن سکتا ہے۔
پاکستان ایک اسلامی ملک ہے اور یہاں پر نشہ آور مادوں اور مشروبات کی ممانعت ہے تو سوال یہ پیدا ہوتا ہے کہ اس ملک میں ہیروئن کی وبا اتنی تیزی سے کیسے پھیلی؟ اس بارے میں ۔ایک تصور تو یہ ہے کہ روایتی طرز زندگی کے عمل انتشار نے منشیات کے دروازے کھول دیے ہیں۔
جب خاندانی بزرگوں کا اثر و اختیار مستحکم تھا زندگی پر سکون تھی تو منشیات کا استعمال بھی کم تھا لیکن اس تصور کے علاوہ اور بھی بہت سی ممکنہ وجوہات ہیں اولاد بے روزگاری، متعلقہ انتظامیہ کی کمزوری اور رشوت خوری ، ثالثاملکی دولت کی غلط تقسیم ، رابعا ًمہنگائی اور راتوں رات لاکھ پتی اور کروڑ پتی بننے کے خواب خامسا ًحکومت کی بیرون ملک برآمد کرنے میں روک تھام اور سمگلروں کا قلع قمع جس کے سبب یہ سیل بلا باہر جانے کی بجائے اپنے ہی خطہ میں پھیل رہا ہے۔
سگریٹ نوشی کا تو ہر کوئی عادی ہے لیکن ہیروئن تو اب کالجوں میں کھلے عام پی جاتی ہے۔ صرف بات یہاں تک ختم نہیں ہو جاتی بل کہ طالبات میں بھی ہیں بیماری پھیل گئی ہے ۔ بعض افراد دوسروں کو بلیک میل کرنے کے لیے اپنے ہاں زبردستی ملازم رکھنے کے لیے کسی کو اپنا محتاج بنانے کے لیے یا اپنی ہوس مٹانے کے لیے ہیروئن کے نشے کا عادی بنا دیتے ہیں۔
اور دھو کے سے سگریٹ پلا دیا جاتا ہے جس کی بو باس کی بھی خبر نہیں ہوتی اور اس وقت احساس ہوتا ہے جب انسان عالم خیال میں ورق کی طرح اڑنے لگتا ہے ۔ منشیات نے ہمارے نو جوانوں کی قوت استقامت ہنر مندی اور وبائی صلاحیتیں نقاط شباب اور رنگ و روپ سب کچھ چھین لیا ہے۔ وہ اس وقتی سکون کو کسی مغل بادشاہ کی عشرت پسندی سمجھتے ہیں۔ وہ سگریٹ کے دھوئیں میں غم غلط کرتے ہیں ۔ شراب کے کیف و سرور میں ابدی طمانیت تلاش کرتے ہیں۔ ہیروئن کے نشے میں بے تاج بادشاہ بنے پھرتے ہیں اور اپنے آپ کو انتہائی زور آور سمجھ کر معاشرے میں اس قسم کے گھناؤنے جرائم کا ارتکاب کرتے ہیں کہ جنھیں دیکھ کر شیطان بھی شرما جاتا ہے اور پکار اٹھتا ہے۔
کیا ہنسی آتی ہے مجھ کو حضرت انسان پر
کار بد توخود کرے، لعنت کرے شیطان پر
ہیروئن، افیون اورچرس ایران کے جنوب مشرقی علاقے افغانستان پاکستان اور تھائی لینڈ وغیرہ کے علاقوں میں تیار ہوتی ہے کیوں کہ ان کے پودوں کی کاشت یا خود رو پودے انہی علاقوں میں پیدا ہوتے ہیں اور یہی علاقے منشیات کے کاروبار کرنے میں بدنام ہیں۔ گو مغرب نے اس مشرق کے لیے نئی مہلک تہذیب اور شراب و شباب کے وسائل پیدا کیے ہیں لیکن اب اہل مغرب ہی اس بھیا نک کا روبار کے خلاف چیختےنظر آتے ہیں یہ درست ہے کہ ان منشیات کے سمگلر چند ماہ میں کروڑ پتی بن جاتے ہیں ۔
ہیروئن اور چرس جس کی قیمت اگر یہاں ایک ڈالر ہے تو مغرب میں وہی چیز سو ڈالر میں بکتی ہے۔ اس کی روک تھام کے لیے حکومت نے متعدد اقدامات کیے ہیں ۔ سخت سزاؤں کے قوانین پاس کیے ہیں ۔ خصوصی فورس تیار کی گئی ہے۔ گو یہ بات مشہور ہے کہ بسا اوقات سمگلر سکیورٹی فورس سے مل ملا کر خود ہی ناقص منشیات کا مال پکڑوا دیتے ہیں تا کہ سمگلنگ کی روک تھام کرنے والوں کا نام روشن رہے۔
اب حکومت نے خفیہ فورس بھی مقرر کر دی ہے جس کے تمام اخراجات امریکہ دیتا ہے۔ امریکی حکومت نے منشیات کی پیداوار ختم کرنے اس کی سمگلنگ کی روک تھام کرنے کے لیے خصوصی فنڈ مقرر کر رکھے ہیں ۔ پاکستان کے قبائلی علاقوں میں جہاں پوست وغیرہ کی کاشت ہوتی تھی امریکی حکومت نے ان کے لیے خصوصی گرانٹس چھوٹے ٹریکٹر اور زرعی آلات وغیرہ فراہم کیے ہیں تا کہ وہ پوست کی بجاۓ کوئی اور فصل کاشت کریں ۔ مگر مقام حیرت ہے کہ جس قدر اس کی روک تھام ہو رہی ہے پاکستان میں ان مہلک نشہ آور چیزوں کے استعمال کرنے والوں کی تعداد بڑھتی جا رہی ہے۔
معاشرتی برائیاں
معاشرہ افراد کے مجموعے کا نام ہے جو آپس میں چند اصولوں کے تحت مل جل کر رہتے ہیں۔ کسی معاشرے کا اپنا کوئی مقصد نہیں ہوتا بل کہ اس کا مقصد وہی قرار پاتا ہے جو لوگ اسے دیتے ہیں ۔ لہٰذا فرد اور معاشرے کے آپس میں گہرے رشتے کی بنا پر معاشرہ چند فرائض ہر فرد پر عائد کر دیتا ہے اور چند حقوق ہر فرد کو دیتا ہے۔ پس معاشرتی برائیاں ان فرائض اور حقوق یا معاشرتی قواعد وضوابط کے ترک کر دینے سے پیدا ہوتی ہیں۔
کہا جا تا ہے کہ غربت اور جہالت جب اکٹھی ہو جاتی ہیں تو ان میں فساد پیدا ہوتا ہے۔ جس سے شیطان بھی پناہ مانگتا ہے بدقسمتی سے غربت اور جہالت بڑی وافر مقدار میں ہمارے حصے میں آئی ہیں ۔ چنانچہ ہمارے گاؤں اور شہروں میں قتل ڈا کا زنی، چوری چکاری، اغواء، مقدمے بازی، سازشیں، چھوٹے بڑے تنازعات رشوت ستانی گدا گری جیسے تمام جرائم اور لعنتوں کی جڑیں غربت اور جہالت کی زرخیز زمین ہی میں پھیلی ہوئی ہیں۔
جیسا کہ پہلے لکھا جا چکا ہے کہ ہمارا ملک ایک امیر ملک نہیں ہے لوگوں کی اکثریت غریب ہے ۔ زیادہ تر بچے تعلیم اور مناسب سماجی اور اخلاقی رہنمائی سےمحروم رہتے ہیں ۔ لہذا وہ بڑے ہو کر ذمہ دار شہری نہیں ثابت ہوتے ۔ ان میں سے اکثر پیشہ ور بھکاری بن جاتے ہیں وہ سوچتے ہیں کہ روزی کمانے کا یہ ایک آسان ذریعہ ہے۔ ہمارے شہروں کی گلیاں اپنے گداگروں سے بھری رہتی ہیں۔
اگر چہ ہمارا مذہب گدا گری کی اجازت نہیں دیتا پھر بھی ہم میں سے زیادہ لوگ خیال کرتے ہیں کہ گدا گروں کو خیرات دینا ان کا مذہبی فریضہ ہے ۔ ہمیں صرف ان لوگوں کو خیرات دینی چاہیے جن کے بارے میں ہم جانتے ہوں کہ وہ خیرات کے مستحق ہیں۔ہمیں پیشہ ور گداگروں کی حوصلہ شکنی کرنی چاہیے۔
خوش و خرم زندگی کا انحصار کچھ دو اور کچھ لو کے اصول پر ہے اس اصول کا اطلاق ان سب کاموں پر ہوتا ہے جو ہمیں ایک دوسرے سے پڑتے ہیں مثلاً لوگ اپنی ضروریات کی اشیاء دکا نداروں سے خریدتے ہیں اور بدلے میں اس کو پیسے دیتے ہیں۔ کئی دفعہ دکان دار غیر معقول منافع کمانے کے لیے کئی طریقے استعمال کرتے ہیں۔ مثلا وہ کھلی مارکیٹ سے چیز یں غائب کر دیتے ہیں اور مصنوعی قلت پیدا کر کے صارفین کی کھال ادھیڑ کر خود عیاشی کی زندگی گزارتے ہیں۔
اگر ہم صرف وہی چیزیں خرید یں جن کی ہمیں ضرورت ہوتی ہے تو اس طرح ہم بلیک مارکیٹ کو روک سکتے ہیں جن اشیا کی خریداری معقول حد تک ہونی چاہیے جب بلیک مارکیٹ میں خریداری نہ ہو گی تو اشیا واپس دکانوں میں آ جا ئیں گی اور قیمتیں گر کر عام سطح پر آ جائیں گی۔
ایک اور سماجی برائی رشوت ہے جس کی وجہ سے ملک کو اتنا نقصان ہوتا ہے جس کا اندازہ عام طور پر نہیں لگایا جاتا۔ رشوت کے ذریعے ایسے کام نکالےجاتے ہیں جو ایمانداری سے نہیں ہو سکتے ہیں۔ اگر کسی ملک میں رشوت ستانی عام ہو جائے توملکی حالات نا پسند یدہ اور بے ایمان لوگوں کے ہاتھ میں چلے جاتے ہیں قدرتی طور پر رفتار ترقی رک جاتی ہے ۔ قومی سرمایہ ضائع ہو جاتا ہے۔ یہ معاشرتی برائی قانون ہی نہیں بل کہ اخلاقی اور قومی ذمہ داری کے جذبے سے دور ہوسکتی ہے۔
سمگلنگ ایک اور معاشرتی برائی ہے جو ملک کی اقتصادی حالت کو خراب کر دیتی ہے ۔ یہ قوم کو نقصان پہنچا کر دولت کماتے ہیں جن چیزوں کی ملک میں ضرورت ہوتی ہے وہ اسے ملک سے باہر سمگل کر دیتے ہیں جو چیزیں ملکی صنعت کے لیے نقصان دہ ہوتی ہیں انھیں وہ ملک میں سمگل کر لاتے ہیں ۔ اسی طرح جب لوگ حکومت کو انکم ٹیکس ادا نہیں کرتے تو اس کا نقصان پورے ملک کو ہوتا ہے۔ روپے پیسے کے بغیر ملک کی ترقی کے تمام منصوبےنا مکمل رہ جاتے ہیں۔
کچھ سماجی رسومات جن میں قیمتی جہیز کا دینا اتنی اہمیت اختیار کر چکا ہے کہ بے شمار نو جوان بچیاں والدین کے گھروں میں بیٹھی بیٹھی بڑھاپے کی دہلیز پر پہنچ جاتی ہیں کیوں کہ ان کے ہاتھ پیلے کرنے کی والدین میں استطاعت نہیں ہوتی۔ اب چوں کہ حکومت وقت نے جہیز کی کم از کم حد مقرر کر دی ہے اس لیے امید کی جاتی ہے کہ یہ سماجی برائی ختم ہو جائے گی لیکن قانون کی عزت اور احترام کا انحصار لوگوں پر ہے۔
اقربا پروری اور سفارش نے بھی ہمارے معاشرے میں بڑی ناہمواری پیدا کر رکھی ہے جو لوگ جیسے تیسے اعلیٰ مناصب تک پہنچ جاتے ہیں ۔ وہ اپنے عزیزوں اور رشتہ داروں کو ان کی اہمیت کو نظر انداز کرتے ہوئے مختلف عہدوں پر فائز کر کے اہل افراد کومحرومی کا شکار بنادیتے ہیں اور یوں قومی ترقی رک جاتی ہے۔
ایک اور روگ جو معاشرے کو اندر ہی اندر سے کھا جاتا ہے وہ ہے منشیات کا استعمال ۔ نشہ آور اشیا بالخصوص ہیروئن کے استعمال نے تباہی مچارکھی ہے ۔ جعلی دوائیں تیار کرنے والے ادارے اور اشخاص معاشرے کے قاتل ہیں۔
بیماری کے خلاف جنگ کرنے کی بجائے وہ بیماروں کو موت کے منہ میں دھکیل دیتے ہیں ۔ ہر روز اخبارات میں جعل سازی ، چوری، ڈکیتی اغواء قتل وغیرہ کی وارداتوں کی خبر یں چھپتی رہتی ہیں ۔ بچوں کو اغواء کرنے والے اس دکھ کو بھول جاتے ہیں جو وہ بچوں کے والد ین کو پہنچاتے ہیں ۔ بچوں کو یا تو غلام کے طور پر بیچ دیا جاتا ہے یا پھر انھیں بھکاری بنا دیا جا تا ہے۔
ہماری قومی زندگی کا ایک بڑا المیہ یہ بھی ہے کہ ہم منافقت سے کام لیتے ہیں ہمارے قول و فعل میں تضاد ہے ہم میں یہ بھی نقص ہے کہ ہم باتیں تو بہت کرتے ہیں لیکن عملی طور پر بالکل صفر ہوتے ہیں دوسروں کو نصیحت کرتے ہیں مگر کبھی اپنا احتساب نہیں کرتے ہیں۔
یہ سماجی برائیاں ایک بیمار معاشرے کی نشان دہی کرتی ہیں۔ معاشرے کو ان برائیوں سے پاک کرنے کے لیے ضروری ہے کہ ہم ان سماجی اخلاقی اور مذہبی اقدار کو اپنا ئیں جو دوسروں کی جان اور مال کی عزت کرتی ہیں ۔ صرف سزا ئیں ہی جرائم اور برائیوں کا قلع قمع نہیں کر سکتی ہیں بل کہ ہمارے اندر یہ احساس پیدا ہونا چاہیے کہ صحیح کیا ہے اور غلط کیا ہے؟
اسی طرح اگر ہم خلوص دل سے اسلام کی تعلیمات پر عمل کریں تو ہم ان تمام سماجی برائیوں کو جڑ سے اکھاڑ پھینک سکتے ہیں۔ اسلام نے ہمیں سادہ اور قابل عمل ضابطہ حیات دیا ہے ۔ اگر ہم آپ اس ضابطے کو اپنا لیں تو معاشرہ خودبخوداپنی اصلاح کر لے گا۔
