Procedure to Apply to the Ph.D, M.Phil, MS and LLM Allowance is not so tough. You have to collect below-given documents in order to claim that allowance. The following procedure must be followed by the Government servant before claiming the Ph.D, M.Phil, MS and LLM Allowance:
- Obtaining the Final Transcript of the Degree
- Apply for the Allowance
- Verification by the Concerned Department from University
- Confirmation Letter by the University
- Authority Letter by the Head of Department in favor of the Employee
- Verification by the Concerned Accounts Department
1. Obtaining the Final Transcript of the Degree
A government servant who is just about to finish his 18 years of education and want to apply for the allowance, he must obtain the final transcript or Degree from his University or Institute which must be an HEC recognized. You cannot apply for this allowance without the proper degree. And if you have completed your degree but the university is not giving you your degree or there is an issue with the degree or any kind of trouble in getting the degree, then you cannot apply until you get this degree completely.
2. Apply for the Allowance
After getting the final transcript from the university the employee should apply to his own department on some described performa and provide the copies of all the related documents. If it is necessary then also attach the latest Ph.D, M.Phil and LL.M notification of 2019 also.
3. Verification by the Concerned Department from University
When you apply in your department to claim this allowance, then that department have the right to verify this degree from your university. Their is an exception that you can verify your degree from your university by yourself and also if the department allows you to do so. You can simply write down a letter from your concern department and take this letter to your university to verify your degree and then submit the verified degree along with the letter of authentication from your university in your concern department.
4. Confirmation Letter by the University
The University in response to the department will check and verify the status of the Degree and send the Confirmation letter to that department that he verified and declared that Degree valid or invalid.
5. Authority Letter by Head of Department in favor of the Employee
After the confirmation from the university, the concerned Head of the department will issue an authority letter dictating that this person has successfully completed in degree. Now, this employee is entitled to claim M.Phil MS or LLM allowance and a letter to the Concerned Accounts department is also be sent on behalf of the head of the department.
6. Verification by the Concerned Accounts Department
The Accounts department will verify the particular and all the documents which he deemed necessary for issuing the allowance. And after these, the Allowance will be given to the concerned employee as soon as possible.

If your department is purely a Federal or Provincial department then yes. If it is an autonomous body or Semi Government then you cannot.

sir I got govt Job during my MPhil research work and complete my mphil during job without any leave, now I am applying for MPhil allowance but the education department is not proceed my application without Noc , but I have not any Noc because my course work was already completed .is there any notification of Balochistan govt regarding my issue, kindly guide me.thanks
Dear sister, there is no need for notification as it is clear that the M.Phil candidates should have an M.Phil allowance. As far as the NOC is concerned you should have sought NOC when you got the job. Now you can take the plea that your M.Phil was started before joining the Job and if you did M.Phil after starting the Jab you are liable to take NOC.
hi sidra hope u r doing good.if have compled ur degre without NOC you can even get ur allowance.just apply for EX POST FACTO sanction to concern department and when he gives u THat sanction just apply for allowance as per ur department procedure.
In Sindh qualification allowance for PHD increases to 25000/- Month, is there any chance that the same may be issued in other provinces??
Right now there is no such new or upcoming news regarding the increase in Qualification allowance.

Sir if a boy done his m.a in 2007 from a uni in any subject and then complete msc from any other uni in other subject..is he eligible to take m phil alloeance
No brother, MA, and MSc are 16 years of education. M.Phil is 18 years of education. So if you do an equal degree then no M.Phil allowance you can avail of. If you want to avail M.Phil allowance then do M.Phil in any subject which will count as 18 years of education.

I am sorry to say but dear there is not a single authentic letter from the KPK Finance department. So you have to wait or rely on other FEderal or Provincial notifications.

Respected Sir/Madam! i would like to confirm that recently Section Officer HEC wrote a letter to Secretary Finance KPK to allow them to issue the equivalence allowance to MS degree holder after the decision came from peshawar high court, But i want to confirm that there is any reply notification from finance department about this decision that either they are agree or not. thanks

Dear Sister, according to M.Phill allowance rule and latest notification, anyone who is working in the Government department and who have acquired 18 years of education is eligible to get the allowance. Previously, when a person is hired on M.Phil or Ph.D. basis he was not entitled to get the allowance but with the latest notification of the Finance department anyone whether he is recruited on M.Phil basis or not he is entitled to get this allowance. i checked this notification, but it is from the Higher Education, Archives and libraries Department to Finance Department. i m from Transport Department and Finance Department refuse my application by arguing that Finance Department didnot issue any notification regarding MS Allowance, and the case is in progress in Supreme Court of Pakistan.
The equivalent certificate of M.Phil is also allowed allowance in Punjab. You can also try to get equivalent certificate from HEC. A Must ask authorities before getting a certificate.
What are equivalent degrees of doctors….is it postgraduate degree any…or some specific degree by name

YES brother. it is applicable for MBS Executive of 3.5 Years. But you have to get an equivalence certificate from HEC.
