No distribution might be made of any offer capital of an organization offered to the general population for membership unless the sum expressed in the plan as the base sum which in the supposition of the executives must be raised by the issue of offer capital so as to accommodate the issues indicated in provision 5 of area 1 of Part I of the Second Schedule has been bought in, and everything thereof has been paid to and gotten in real money by the organization. In case of any contradiction of any arrangements of this segment, each promoter, chief or other individual purposely in charge of such repudiation might be subject to a fine not surpassing ten thousand rupees and on account of a proceeding with negation to a further fine not surpassing two hundred rupees for consistently after the first amid which the contradiction proceeds.
